Paraguay speeds up financial controls
BCP, DNIT and Congress moved on securities, cryptoassets and cyber policy, while ueno bank’s software spending drew fresh scrutiny.
The Central Bank of Paraguay, the DNIT and legislative debate on cybersecurity kept shifting the regulatory and financial picture. New reporting also refined the reading of ueno bank’s software investments and the scope of cryptoasset disclosure duties.
Update August 22, 2026: New coverage clarified that the cryptoasset reporting duty does not create new taxes and may lead to a ₲ 1,000,000 fine per missed period. It also narrowed the reading of the BCP resolution on software investments, clarifying that it does not set an automatic monetary threshold.
The Central Bank of Paraguay, the DNIT and legislative debate over cybersecurity kept moving key pieces in the country’s financial and regulatory system. At the same time, new reporting refined the picture around ueno bank’s software spending and spelled out the scope of the cryptoasset disclosure requirement.
What did the BCP change in the securities market?
The Central Bank of Paraguay expanded the powers of the Superintendency of Securities and rolled out a single digital platform for registering investment trusts and registered shares, under Law No. 7572. Since April 3, 2025, those instruments must be registered exclusively through that system.
The monetary authority said the goal is to unify and modernize a regulatory framework that had been spread across seven laws. The move is part of a broader overhaul of Paraguay’s financial rules and extends supervision, regulation and enforcement over the securities market.
How did traceability change for funds and custodians?
At the start of 2026, the Paraguay Securities Depository, under the supervision of the BCP’s Superintendency of Securities, finalized the separation of functions from the Asunción Stock Exchange and fully took over post-trade operations through the Montran technology platform.
It also reported assets under custody of about USD 6.6 billion at midyear and the development of new products such as immobilized CDs and a currency futures contract, in coordination with the regulator. In parallel, local financial press reported that ueno bank posted a net balance of roughly G. 761,444 million in the Intangible Assets, Systems account at the first half of 2026, after investing more than G. 654,799 million in software over the past year. According to ABC Color, that technology asset base is about three times larger than the combined software investments of nine competing banks under the same accounting category.
ABC Color added that, after BCP Resolution SB.SG. No. 00105/24, the Greater Investments category is reserved for systems whose useful life is intended to extend beyond five years, and that the regulator says internally developed software can only be capitalized from the development phase, with a stricter standard for capitalizing in-house IT projects. Later coverage refined that interpretation and said the resolution does not set an automatic monetary threshold to classify a software investment as Softwares, Greater Investments, but that the decision depends on whether the useful life justifies amortization longer than five years and, in those cases, prior regulatory approval is required for entries with amortization beyond five years. In that same line, another report said the rule is meant to strengthen transparency and prevent large technology projects from being used to inflate assets without enough support in useful life and amortization.
In response to public questions, a Paraguayan financial institution said the application of Resolution SB.SG. No. 00105/2024 on software investments depends on the nature and useful life of each asset, and that regulatory approval is required only when amortization exceeds five years, softening the interpretation that the rule had been bypassed.
What is the DNIT asking of taxpayers and crypto operators?
The National Directorate of Tax Revenue launched a digitalization project that allows banks to access tax returns directly from the tax source, as long as the taxpayer gives express authorization, and added new functions in Marangatu to check online whether a purchase receipt is already in the Receipt Registry.
That control is aimed at detecting duplicate records and tightening invoice oversight, although DNIT itself said the result of the query is only referential and does not by itself certify the legitimacy of the transaction or replace an audit.
For cryptoassets, General Resolution No. 47/2026 set the first Informative Tax Return for fiscal year 2026, to be filed in March 2027 through Marangatu. The obligation covers platforms operating in Paraguay and resident individuals or legal entities that carry out annual cryptoasset transactions above USD 5,000, including transactions without intermediaries or through foreign platforms.
A later legal analysis said the return must include the date and time of the transaction, identification of the parties or public wallet addresses, the name and network of the cryptoasset, the amount traded to the tenth decimal place, gross value in dollars, fees, gas fees, transaction hash and source and destination addresses. The same analysis stressed that the tax administration must justify the need for and proportionality of each data point against personal data protection standards.
That legal coverage also added that DNIT Resolution No. 47/2026 does not create new taxes or change the tax nature of cryptoassets, but instead establishes an annual information duty, identified as obligation 959, for tax traceability and the detection of asset inconsistencies. It also said that failure to comply, late filing or inaccurate data can trigger a ₲ 1,000,000 contravention fine for each missed period.
What happened with the cybersecurity law?
The public hearing on the cybersecurity bill in Paraguay ended with a decision to open a new working group after several public and private institutions said they had reservations because they had prepared comments on an earlier version of the text.
According to parliamentary coverage, a different draft was presented during the session than the one the invited participants had reviewed, and several institutions chose not to comment. The new working group will review the updated bill and gather input again from the public and private sectors.
