Colombia advances AI law, moves on minors

Colombia is advancing a bill to regulate artificial intelligence, Bill 043 of 2025 Senate and 324 of 2025 House, which received a favorable report and continues its legislative process with the goal of setting clear rules for the development, implementation and oversight of these systems in the country. At the same time, press columns in Colombia reported that at the start of the 2026 legislative session, a new bill was introduced in Congress to limit minors’ access to social media.

How would AI oversight be organized?

According to the report cited by Technocio, the proposal sets out an institutional structure led by the Ministry of Science, Technology and Innovation, MinCiencias, with interagency coordination mechanisms and oversight based on each entity’s powers. Within that framework, the Superintendence of Industry and Commerce would have a significant role in personal data protection, consumer rights and economic competition.

The bill also places emphasis on the quality, representativeness and traceability of the data used by AI systems. It adds impact studies and evaluation mechanisms designed to identify risks and reduce possible negative effects on people and their fundamental rights.

What was said about minors and social media?

At the same time, press columns in Colombia reported that at the start of the 2026 legislative session, a new bill was introduced in Congress to limit minors’ access to social media. The proposal would be inspired by Australia’s 2025 legislation. The most recent prior effort did not move forward, after an earlier attempt in 2024 failed to advance through the legislative process.
